Accountability State Authority of Egypt Holds Bilateral Meetings on the Sidelines of the 25th INTOSAI Congress in Sharm El-Sheikh  president

As part of the proceedings of the 25th Congress of the International Organization of Supreme Audit Institutions (INTOSAI), held in Sharm El-Sheikh, Counselor Mohamed El-Faisal Youssef, President of Accountability State Authority of Egypt and President of INTOSAI, held a series of bilateral meetings with the heads of several supreme audit institutions from various countries. The meetings aimed to strengthen cooperation and coordinate joint efforts to support governance and transparency systems at the international level.

 

Counselor Mohamed El-Faisal Youssef met with Dr. Margit Kraker, President of the Austrian Court of Audit and Secretary General of INTOSAI, to discuss ways of enhancing cooperation between the Accountability State Authority of Egypt (CAO) and the Austrian Court of Audit in light of Egypt’s assumption of the INTOSAI presidency for the next three years. Both sides expressed their full readiness to strengthen institutional partnership between the INTOSAI Presidency and the General Secretariat to ensure effective coordination and complementarity in managing the organization’s international agenda.

 

The meeting also addressed proposed amendments to INTOSAI’s statutes, with Counselor Mohamed El-Faisal Youssef emphasizing their importance, particularly regarding membership requirements and the formation of the task force responsible for drafting the organization’s new strategic plan (2029–2034).

 

In another bilateral meeting, Counselor El-Faissal Youssef received Mr. Mariusz Haładyj, newly appointed President of the Supreme Audit Office of Poland (appointed in September 2025). The Accountability State Authority of Egypt (CAO) President congratulated him on his appointment, praising his legal background as a solid foundation for future cooperation and exchange of expertise. Mr. Haładyj, in turn, expressed appreciation for Counselor El-Faissal Youssef’s professional achievements and conveyed his keenness to foster closer collaboration in the coming period.

 

Counselor Mohamed El-Faisal Youssef also extended his gratitude to Poland for hosting the annual meeting of the INTOSAI Working Group on the Fight Against Corruption and Money Laundering, held in Warsaw in July 2025. He affirmed that combating corruption is a shared priority and a key pillar in promoting financial integrity both nationally and internationally.

 

In his meeting with Mr. Karl Eirik Schjøtt-Pedersen, the Head of the Office of the Auditor General of Norway, Counselor El-Faisal Youssef commended the constructive cooperation between the two institutions in preparing and discussing the second technical theme of INTOSAI 25, “Using Artificial Intelligence in Auditing,” which was chaired by Accountability State Authority of Egypt (CAO), with Norway serving as vice-chair.

 

Mr. Karl Eirik Schjøtt-Pedersen, the Head of the Office of the Auditor General of Norway expressed his aspiration to continue close cooperation with Accountability State Authority of Egypt (CAO) under Egypt’s leadership of INTOSAI, praising Counselor Mohamed El-Faisal Youssef’s support for Norway’s renewed presidency of the INTOSAI Development Initiative (IDI) and reaffirming his country’s commitment to strengthening the capacities of supreme audit institutions worldwide.

 

Counselor Mohamed El-Faisal Youssef also met with His Excellency Mr. Vital do Rêgo, President of the Federal Court of Accounts of Brazil, expressing appreciation for Brazil’s previous presidency of INTOSAI, which was marked by groundbreaking initiatives that enhanced the organization’s global standing.

 

Counselor Mohamed El-Faisal Youssef, President of Accountability State Authority of Egypt affirmed that under Egypt’s leadership, INTOSAI will continue to build on Brazil’s legacy of progress and innovation, ensuring continuity in supporting supreme audit institutions in addressing emerging global challenges.

 

Both sides agreed to continue cooperation within the framework of the Center for Advanced Studies & Thoughts (CAST), particularly in the areas of artificial intelligence in auditing, combating poverty and hunger, and climate change, all of which represent key themes within the Sustainable Development Agenda.

 

They also discussed arrangements for INTOSAI’s participation in the 2025 United Nations Climate Change Conference (COP 30), to be held in Brazil, where, for the first time, INTOSAI will have its own dedicated pavilion to showcase its role in promoting environmental transparency and climate auditing initiatives.

 

In another meeting, Counselor El-Faissal Youssef met with Mr. Hou Kai, Auditor General of the National Audit Office of China (CNAO), where he praised the constructive cooperation and mutual understanding between the two institutions, noting their shared vision on audit priorities. He also acknowledged the selection of the CNAO as Vice President of INCOSAI, reflecting the confidence and mutual respect between the leadership of both institutions.

 

Mr. Hou Kai expressed his gratitude for this recognition, congratulated Egypt on assuming the presidency of INTOSAI, and voiced confidence that Egypt’s leadership will bring innovative initiatives. The two sides discussed strengthening cooperation in artificial intelligence, big data, UN auditing, and the BRICS network to promote integrity and transparency in global auditing practices.

 

These bilateral meetings reflect the Accountability State Authority of Egypt’s commitment under the leadership of Counselor Mohamed El-Faisal Youssef, to advancing international partnerships in public auditing and strengthening collaboration with peer institutions and organizations. They underscore Egypt’s leading role within the global audit community and its vision for sustainable and accountable governance during its presidency of INTOSAI.
