Housing Ministry Issues Ministerial Decree for Madaar’s latest project, Azha North

Egyptian Minister of Housing, Utilities, and Urban Communities, Dr. Assem El Gazzar issued Ministerial Decree No. 275 of 2023, allocating a plot of land for Madaar to establish its newest project, Azha North, located in the heart of Ras Al-Hikmah bay on the North Coast.
The project is established on an area of 250 acres, and includes various residential, hotel, and commercial units, in addition to the launch of one of the most innovative, luxurious and state-of-the-art hotels in the region.
The project will also include the largest Crystal Lagoon on the North Coast, covering an area of 45 acres, providing all units with either distinctive views of the sea or direct access to splendid lagoons.
Madaar is proud to be among the first companies in Ras Al-Hikma to obtain the ministerial decree of Azha North project. As a matter of fact, the company has already commenced construction work immediately after the decree’s issuance, in adherence to the scheduled set aiming to deliver the units to its clients in the summer of 2026. This approach reflects Madaar’s commitment towards its clients, as already witnessed in Azha Ain Sokhna.
The Ministerial Decree was issued after reviewing Law No. 59 of 1979 regarding the establishment of new urban communities, Building Law No. 119 of 2008 and its executive regulations, Investment Law No. 72 of 2017 and its executive regulations; and Presidential Decree No. 28 of 2006 regarding the formation of the Board of Directors of the New Urban Communities Authority.
On his part, Eng. Ahmed Ehab, CEO of Madaar, expressed gratitude to the Minister of Housing and Urban Communities, the Urban Communities Authority, and the Ministry’s employees for their great effort to regulate work in the new cities, reviving and developing those vast areas, and creating a new coastal touristic destination like the North Coast, particularly Ras al-Hikma.
Eng. Ahmed Ehab added that Madaar has witnessed remarkable development during the past years as a result of the tremendous efforts of its employees and the real estate market’s actual breakthrough by its distinguished projects.
He noted that the company has taken the necessary measures to comply with the regulations and laws set by the state and put in place an appropriate action plan and time schedule that complies with the issuance of legal decrees and permits by the governmental institutions in order to maintain mutual confidence and trust between Madaar and its clients.
The CEO of Madaar emphasized that the company always endeavors to keep pace with global technologies to achieve its main goal by providing all means of comfort and luxury to its customers, meeting their various needs, while maintain the sustainability of the project.
Eng. Ahmed Ehab pointed out that Azha North amenities include one of the largest and most modern gym facilities on the North Coast, in addition to Azha Sports Club, which includes various sports courts (Padel, Football, Basketball, Multipurpose court).
The project also utilizes the latest solar energy production methods to provide the required energy capacity within the project, includes a desalination plant, a sewage treatment plant and employs smart irrigation techniques to achieve sustainability in providing full comfort and services, making it a fully integrated touristic and recreational destination that adheres to environmental preservation standards.
The CEO of MADAAR affirmed that due to the overwhelming success achieved by the company last year by selling out completely, a new phase will be introduced this summer, during which, the company is set to offer various new units for sale with flexible payment plans that suit the needs of its clients in both projects. The new launch will feature a diverse range of residential units including villas and apartments, designed to cater to different preferences and lifestyles. These units have been strategically positioned to provide breathtaking views of the sea or the stunning crystal lagoon, allowing residents to enjoy the natural beauty of the surroundings.
Eng Ahmed Ehab explained that Madaar has achieved remarkable success in collaboration with its sister company, Sunrise Resorts and Cruises, which has a wide presence in the tourism and hospitality sector, across Egypt and Africa. This prompted us to establish a group of distinguished hotels within Madaar’s developed projects, specifically in Azha North and Azha Al-Sokhna.
He emphasized that the success and achievements of the Group were a major driving force for the announcement of Hossam Al-Shaer, Chairman of the Board of Directors of SunRise Group and Madaar, to be listed among the “Top 100 Travel and Tourism Leaders in the Middle East”, as announced by Forbes Middle East.
In turn, Dalila El Shaer, Head of the Development at Madaar, confirmed that Azha North is located at kilometer 212 on the “Alexandria-Marsa Matrouh” road, 73 kilometers away from Marsa Matrouh. It is also easily accessible from the new road network, which enhances the project’s competitiveness in Ras El-Hekma area, placing it at the forefront among competitors. It is one of the few resorts in the North Coast that stretches from the main coastal road to the beach, ensuring safety for clients and providing them with ease of access to the main gates located on the road.
The head of the Development at Madaar stated that Azha North features green areas and crystal lagoons that cover approximately 86% of the total project area. The development is characterized by water beaches that stretch for 12 kilometers, including 700 meters on the seashore, while the rest are Crystal Lagoons that span on an area of 45 acres.
Dalila stressed that all units have been designed to the highest standards, optimizing space utilization. It was confirmed that all units, villas and chalets, are delivered fully finished with air conditioning and kitchen cabinets. Sustainability has been the main driving force in the architectural designs to reduce future maintenance costs and furtherly preserve the environment.
Lastly, the project stands out by providing its residents with the highest level of comfort and hospitality services, such as the Triple Play feature, which facilitates all kinds of communication within the project, as well as providing Housekeeping, Laundry, and Concierge services to serve Azha North clients throughout the year.
